im having errors when activating streetpass and it doesnt work? how can i fix it??

Have you tried going into the system settings and checking if you reached the limit of 12 games using streetpass at once?
i checked but i have only 6 games using it and also it always asks me to accept a user agreement and every time i do nothing changes
