You have to go into Miiverse while you have a game open. Then you'll see another icon appear when creating a post.
oh wait but the game in the screenshot can only be posted in that game's community. For example, you can only post Super Mario Maker for teh 3DS screenshots in the Super Mario Maker community, Miitopia screenshots only in the Miitopia community, etc.
oh its cuz of my unoffical mario 64 port is it?
