sadly, no.
P 3ds games are probably too intensive to emulateon wii u. If you have a pc, use citra, if you want to buy a cheap 2ds to mod, they aren't too expensive.
Further to what fish said, a 2DS is not too expensive but don't get a New 2DS. The cheapness of their construction is legendary.
