if i wanted to send travelers would 2 miis have to have a child? so i could then wait for the child to grow up so i could then send them to another island as a traveler? (sorry for the lengthy question)

Yep, you need a married couple's child to grow up to be able to send them off as a traveller through Streetpass
I recommend getting Netpass if you don't already have it, it's the easiest way to send off travellers nowadays
