why is everyone on my home screen saying the servers are down what is happening

due to maintenance (or whatever) a while back, servers for many games were knocked off. Most games r back up, but not this one.
they forgot to turn on the dell inspiron this server is supposed to be running on
People are saying the servers are down because the servers are down
