why cant i play online? i keep getting an error that says nintendo restricted access. am i banned?

I don't think you're banned. If you were, you probably wouldn't be able to access Miiverse/Juxt in the first place.
After a convo on Discord, can confirm they got banned from online play for cheating in Mario Kart 7. Juxt bans are separate.
