What causes the 3DS' circle pad not to drift like joysticks do?

Man I'd KILL for the 3ds' D-pad to be like half an inch higher so I can bind jump to ↑. It's so inconvenient not being able to look around and jump at the same time, namely for crits and running across terrain

I really hope one of these days it'll be possible to add new textures to the 3DS version without overwriting existing ones. I'm building something that needs stripped logs. 3DS edition is four updates behind. Feels bad :/
