to whoever said their wii u is trying to get a non existent system update, its because your USB is not formatted to the Wii U's format :)

I'm pretty sure it is
Mine fixed itself when i formatted the usb, i also toggled off the updates if that helps
I blocked updates, and I'll see if it works.
