Where did you see that? If it was a YT video maybe there's more info there. Another thing to consider particularly with FT is the WiFi card on the o3DS. o3DS download speeds are capped at 600 kilobytes per second, which overclocking won't help.

Np! new 3ds download speeds are capped at 2.1 MB per second, so almost 3x faster. A huge difference when we're talking about streaming video. Maybe FY will improve as time goes on. The OG youtube app for 3DS was slow, but not awful. That was also a decade ago tho lol.
