I looked there is no mod that does this. Although, I saw a mod that added new textures but couldnt find a way to download.

Possible, but will require loadiine and several coding skills.
You can use a texture pack to get newer textures but you cant add new blocks or anything like that, Minecraft PS4 Edition is on 1.14 though. And there is some stuff you can mod in but not new items.
