how do I tamper with wii u usb and nands for file access? I'd love to port PS3 and Psvita exclusive texture packs, skins, and possibly worlds too.

You can't, the wii u's usb is always formatted so that it can only be read by the console.
Use the FtpiiU plugin, and just poke at it over FTP.
