yes you can. its through the virtual game cards they started. if you want the Switch 2 version, depending on the game, it could be free or up to $10 i hope this helps

they use the same account and eshop so you can install all of the games on your account to a switch 2. and you can also use physical switch games on the switch 2
you can transfer user by doing system transfer and saves by using save data transfer
