I've noticed while playing that some players have an arbitrary ammount of the same perk(s) across their gear. Are they just really lucky, are there specific limitations, or would they be modifying the chances of their level-up rolls using cheats?

There's a save editor for the game. Also, unless you're using snails, you don't roll your subs, the locked ones are determined when you get the gear.
