is there a sonic mania port that works on an old 3ds? everything ive seen is only for the n3ds.

Of course not. So no.
From what I've heard there isn't any plans to support Old 3DS systems, and whether there will be or not may be a stretch since the Old 3DS systems are more underpowered compared to New 3DS systems.
