So you can't re-upload courses? These used to be on the official servers.

If the level was not deleted by Nintendo on the original server, then you should be able to remove the upload lock by changing the name.
Looks like it got deleted by Nintendo on the original server. In that case, I think the only way to upload again it is to modify the raw course data, although I have no idea how to do that.
