is a 3ds emulator in theory possible on wii u like how ds emulation is possible on wii?

Maaayybee. It might have alot if issues running, but it COULD work.
ds emulation works because of the added processing power of the wii u, 3ds is theoretically POSSIBLE, but it would run so badly that it wouldn't be feasible; A good rule of thumb is that a console from a generation cannot emulate games from the same generation
