ive never used that method but you need to make sure you are using download play on the other 3ds, you need to make sure the plugin of kartdlphax is activated correcty but the best way to mod it is using 3ds.hacks.guide and you need an android phone or a pc/mac/linux pc
if you really need to use kartdlphax than make sure you have your secondary hack (usually nimdshax i might of spelled it wrong) and the correct files for b9s

on wiki.hacks.guide on kartdlphax but it says use menuhax67 but that is a bit outdated so do nimdsphax instead (again make sure the files are set up right for kartdlphax on your brothers 3ds with nimdspshax and the b9s files there). The safest/easiest way is 3ds.hacks.guide
