First time trying to play online and nothing is working. Error 104-1970. What do I do now? Does this happens often?

everyones getting that error at the moment. splatoon was working earlier, but the new rotation broke spotpass ig. (104 is always a spotpass error.) however mk8 is working right now so its splatoon specific.
