How?
On online mode in Mario Kart 8 you can create tournaments, and doing that will automatically create a sub-community in Juxt.
Is this working on other wii u games and on the 3ds?

You can do on Wii Fit U too, but I never played it so I'm not sure how to do, And I think you can't do that with any 3DS games.
