Import from Japan. The prices are cheaper and you can just reinstall the OS with the North American version.

@Will- This used to be the case but the japanese have caught on by now, and i have japanese systems go for as much as an american system. Plus, I really wish OS swapping wasn't as risky otherwise i would have no problem buying a japanese 3ds
