Games like Omori, Undertale, etc, would be such cool games to have on the 3ds. Sometimes I wish there was an app that could turn any pc game into a CIA file but that would be impossible

Moonlight is an app. Makes it look like it's on the 3DS. Make sure the game has controller support on pc though
there's a project in development rn that's recreating UT from the ground up in Unity -- specifically for play on 3DS !!
