I've known about the shrub block for a while now, but only recently did I learn it not only got into the Legacy Console Creative Inventory, but it also never left. Why is it here and how did I never notice?

I think they removed it in 1.13 on Java edition, and by the time 1.13 came out most of the newer consoles were already on bedrock. So when they backported 1.13 to these older consoles, they probably just did not care enough to remove it.
