i mean on 3ds you can hex edit the home menu cia and install it iirc, or find premade mods. ig you can also do luma patches but theres a known luma3ds bug where going back to the home menu makes it randomly crash when modded. idk about other consoles tho
this allows you to fully change the layout

You can actually mod the home menu with enough programming knowledge, i will do it if i have time to
