Can't you just take it to a refubishing shop or UbreakIfix?
I actually took it to one but im mostly concerned about how much they'll charge to fix it, any thing over 200 BR (Brazilian Reais) is over budget to me currently

Check the battery. Hopefully it isn't too late to replace.
If a 3DS/DS/DSi has any history of suddenly freezing without being able to shut off, be sure to note that. (Side Note: If it happens, wait for it to run out of power and shut off before recharging and reboot.)
