How do you make one? I've been wanting to make one too!!
I used the guide that can be found on wiki.hacks.guide/Wii_U:Create_Custom_Themes ! It was a bit confusing but eventually it clicks and you can easily do it with no guidance! All the backgrounds are animated too!
Oh man you're a lifesaver!! Now I can attempt on making a cool Star Fox theme!!
