How are Miis present in both Sonic & Sega All Stars Racing and Sonic & All Stars Racing Transformed but NOT Mario Kart World!!!

I know I said to keep other Nintendo characters out of Mario Kart but they could have kept the Miis in. 80 dollars, NO Miis!!!
