I am not sure how to get all of them but you can download a 100% save file online and it unlocks everything.
you have to get 1st place gold on all the grand prix cups nitro and retro
Beat all GP with at least 1 star on 150cc + 50cc for the Mii driver
idk but get ctgp 7 It unlocks all of the characters
