how does universal updater work, is it just an eshop for modded games? also is any of the stuff there legal? i wanna stay out of the way of the nintendo ninjas.

no lol it has stuff like anemone which means custom themes+badges and a lot of other stuff.
It's just a way to update you homebrew apps
Universal updater has homebrew its mostly all legal stuff. They don't really have pirated stuff there.
