yeah because the game was originally a subscription based thing. you were able to purchase and download the game outright through DLC back in the day though, so take that as you will

the physical Wii U Disc version of Wii Sports Club contains Game data and Addon data on the disc. the addon data contains all the sports so access is granted from the disc. it otherwise functions the same as if you bought all 4 dlc packs
