If you want to add friends, you and another player exchange friend codes. You can view your friend code and add friends from the orange friend list icon to the left of the Miiverse icon.
There's also a homebrew app that allows you to link your 3DS to your Discord account (if you have one) so your friends on Discord can see that you're playing.
If you're on Wii U, you go to the friends app from the Wii U Menu and click "Register Friend". Then you type in that person's Pretendo Network ID and click "Send Request". My PNID is rrphantomboy13. Add me if you want to!
That discord thingy is new and cool to me thank you also im on 3ds never owned a wii u sadly :(
