Link is handed a Wii U gamepad in the beginning of the game, so of course it's a Wii U game ported to the Switch.
You know up untill 2016 we where calling it Zelda Wii U. back around 2015-2016 they showed off gameplay and there was supposed to be extra functionality for the Wii U Gamepad. So all that to say it's a Wii U game ported to Switch. (and Switch stole our Gamepad functionality!)
The game was always in development for Wii U first. It got delayed so much that they decided to make it a dual release with the Switch relatively late in development. Its a Wii U game ported to Switch.
