hello again =) recently i've downloaded ntr cfw selector on my new 3ds xl is there a way to stream gameplay on my lg television ? (with dongle , maybe if possible ?) also , anyway to make framerate better on old 3ds systems ???

To answer your first question, unfortunately, afaik, you can't stream a 3DS to your TV. There's also no way to improve performance on the base 3DS. It's not a very powerful system technically speaking, only having 128MB of RAM, and a CPU clocking at JUST 268MHZ.
if you can install moonlight (or similar stream service) onto a device connected to your tv you can stream 3ds→Pc→device on tv
install NTRView on Wii U Homebrew App Store you need a really good PC to even use Moonlight so don't bother with that
