Does anyone know if GTA san andreas can be ported to new 3ds with the unity program for 3ds?

im quite new to homebrewing and i literally got miiverse working like 2 minutes ago and what is that 3ds unity engine called?
gta 3 vice city 【idk if its the right name】got a port on 3ds that is a bit laggy but functional. gta san andreas may be possible.
Just use TwilightMenu++. I used NDS Forwarder as well.
