You neec to have unlocked and completed the Great Sea Adventure Map. Once completed, play the first stage as Link, complete it without taking any damage, then play as Ganondorf and do the same thing. Lastly, play the same level again as Ruto, but only use bombs.

You have to use an ACE exploit in the Wii U version to load in the unused SpongeBob model since they never fully finished him until Definitive Edition. A word of warning however: Using his "Order Up!" special can sometimes corrupt your save data.
