i think at some point isabelle or a neighbor gives you the town project thingie to build
To unlock the Dream Suite: 1. Connect to the Internet while playing ACNL 2. Wait till a week after you created your town 3. Isabelle should be sleeping on a random day after you have had your Town Development Permit
