The 3ds' hardware simply doesn't support bluetooth unfortunately. They could add bluetooth on the switch because the switch wifi chip also supports bluetooth, but the 3ds' chip only does wifi

Amiibo is nfc, not bluetooth. And none of the 3ds models can use bluetooth
