its not cheating and yes its possible with splathex, you shouldnt get banned in general
use savemii to download your save, get your pc, put your sd in and use splathex, once done export save to your sd and restore the save with savemii (pre restore backup if you want)
use bulk edit menu to unlock all the weapons and gear btw
