i think its only for new 3ds

Install tiramisu, it's really easy if you already on aroma. Then get an .rpx of ppsspp wii u which is on a gbatemp page. Booting it on aroma wont work properly. Keep in mind that 4x upscale crashes the emulator and it can only boot .cso files and .iso
