Not sure, however you could use PKSM which can do a lot of cool stuff, including connecting to injects for GBA games like FR/LG and R/S/E

Pokemon Bank is still technically running, IIRC. Its only function now though is to move Pokemon from RGBY/GSC/XY/oRaS/SM/uSuM to Pokemon Home. A revival might not exist yet due to potential conflicts with the official service.
