you could just change the region, look it up

google 3ds region change and it should be first result

i thought i saw some setting in luma or gm9 when messing around. try to look up anything from them first. if not use yt to see if anyone has done it and then use the sorce they used to get up to date info.

yeah, it's called ctrtransfer. you can find a tutorial on 3ds.hacks.com. i personally had to do it - it did take a while - but it is basically necessary if you want to change language.
