You need to play a while, unlocking some buildings in the process and then it give you the posibility for StreetPass!
You get travellers through streetpass, you can emulate streetpass with netpass
Download netpass in universal updater, its an online streetpass protocol
You CAN use streetpass relay or netpass but there's a chance that the traveller will either never get sent, or never come back, effectively deleting the mii
