Blue roses is a pain. Been playing New leaf since forever i can never make one. I legit tried every tutorial ever.. what is your secret, i feel lied to :(

Honestly, the only thing I can recommend is keep the flowers seperate, and don't let anything walk over them at all. The "special red" ones you get are the most important, so once you get those, maje sure to put them on your beach. I wish you luck, from a player since 2016.
