if you have a married couple and they make a child, you can make that child a traveler (when old enough) and send it to another island with the street pass on. that way you will unlock it, i think.

you can unlock it with a streetpass connection without having married miis! download netpass, enter the menu and choose a location. it will automatically tracks your games and receive 2/3 packages, up to 10 if you use game coins for connections! <3

If you download netpass and get a traveller, then it will unlock. Or you can simply wait until a married couple has a baby and then send them instead ;D
