Raymond is not in New Leaf, but Bob is. Also, amiibo cards work in the Welcome amiibo update. If you scan Raymond's card, Wisp will say it's not an Animal Crossing amiibo.

dang i forgot that bob was introduced in acnh. oh well i'll have to deal with it. i'm off to buy some virtual clothes for virtual me in my virtual town!

raymond isnt in new leaf but you can get him in a mod as for bob you will unlock a genie in the lamp called wisp later on in the game then u scan ur amiibo and invite bob from campervan to move to your town.
