It does not.
You don't need MotionPlus to play. Fun tidbit: The boxed copy did come with a black MotionPlus Wiimote.

Wii Motion Plus is not needed :D I still recommend it (in general), because with no motion plus, the input will be inaccurate (motion). But Wii Party U doesnt have motion control minigames if I remember right...
