I have an animal crossing newleaf game cartridge and im not sure if i should transfer the data to digital version or start a new island and keep the old one data

if i were you i would transfer my town to digital for transportational purposes and if you have had your tiwn for a while then start a new one
You can start a new save in the digital version and keep your old save game from your cartridge just in case!
