HB App Store. I don't think it has PPSSPP but they do have Retroarch.

checkout the ppsspp thread at gbatemp.net in the Wii U subforum. But be aware that ppsspp for the Wii U is a test build that got abandoned and lots of games do not work at all or are barely playable.
