Looked it up on Pretendo's site. The SpotPass data, the BOSS is either faulty or missing. Use Nimble to delete the shared data to trigger a redownload.
Quite sure that's the error code about the splatoon shared data. Delete them from the system setting and try again. Also make sure your friends list is working before entering splatoon
