yup & its free now, if you ever downloaded it at any point you can either download it from the eshop or you can download it off hshop (shh). just make sure you install the basegame and the update. i dont know if transfer to home still works though, i dont have home

This (in regards to previous replies) + given that we're all running on Custom firmware, you might want to look into PKSM/Flagbrew as an offline storage alternative to Bank/HOME. Depends which games you'll want to transfer for.
