Hello, is there a way to play this game on the Wii U? i dont have a 3DS. it seems like there used to be a way to do it. Does anyone know?

No, but, you can play via emulator
technically that would be the illegal p word... so no, you cannot.
The Wii U can't handle 3DS emulation. You could play Mario Kart 8.
